TRAVEL TO FRANCE: INFORMATION FOR INTERNATIONAL STUDENTS AND RESEARCHERS - UPDATE FEBRUARY 15, 2021
Despite the coronavirus, France continues to welcome international students and researchers for a long stay and allow them to reach their training institution safely.
Since January 31st, new processes to enter the French territory apply to travellers. Entry into and exit from France, from or to a country outside the European Union is prohibited, except for a compelling reason that must be justified. The list of compelling reasons is indicated in the travel certificate.
The following are particularly concerned:
- Students moving to France for the second university semester as part of a program at a higher education institution (public and private institutions recognized by the State). Mobility for learning French as a foreign language (FLE) in a center with the Qualité FLE label, eligible for the issuance of a VLS for studies, is authorized. Only mobility for internships or apprenticeship planned as part of the university program are authorized..
- Researchers coming to France at the invitation of a research laboratory, for research activities requiring a physical presence (short research stays of less than 90 days are not authorized).
- Holders of long-stay "passport talent" visas, including "researcher" talent passports, are also included among those who may come to France for compelling reasons.
- Foreign health or research professionals contributing to the fight against COVID or recruited as an associate trainee.
Foreign students and researchers coming to France from countries outside the European Union must provide upon boarding:
- A negative RT-PCR test dated less than 3 days before departure.
- An attestation on honor certifying that the traveler does not show signs of Covid-19 and that he/she has not met any person with Covid-19 in the last 14 days. This statement also certifies that the traveler agrees to maintain isolation for 7 days after arrival and to perform a COVID RT-PCR virological test at the end of the isolation period.
- A certificate of international travel indicating the reason for travel.
- One or more documents justifying the reason for the trip.
The certificate of international travel from outside Europe and the attestation on honour are available in French and English on the website of the Ministry of the Interior.
