A newly-launched scholarship program to catalyze high-potential students who choose to pursue graduate study in France.

Benefits of the Scholarship

The Graduate Scholars in France program aims to support up to 10 Canadian students each year, under the status of French Government Scholarship Recipient (Boursier du gouvernement français) at the level of a Social Security Grant (Bourse de couverture sociale). The benefits of being selected as a Graduate Scholar in France extend beyond the financial award, and include access to housing support, a network of other global scholars, and support from the Campus France Agency while in country.

What is included:

  • Round-trip flight to France purchased and booked through Campus France;
  • Waiver on registration fees (does not include 'frais de formations' if there are any) for the entire program period of a Master's degree within a French public institution under the authority of the French Ministry of Higher Education, and Research (MESR). The amount of the waived registration fee may vary depending on the institution and the program (370 euros or 3770 euros per year for a national master's degree from a public institution). Eligible Master's programs include national degrees within French public universités and within some additional public institutions of higher education* under the authority of the MESR -outside of Sciences Po.

  • Full health insurance and supplementary insurance coverage; 
  • Access to assistance in the search for housing, if needed, and access to CROUS housing upon availabilities (French public student housing with subsidized rent);
  • Access to cultural activities, travel opportunities, sports, and workshops subsidized by the Ministry of Europe and Foreign Affairs;
  • Networking with thousands of other French government scholars from around the world;
  • Administrative and logistical support from the Campus France Agency in Paris.

Candidates are responsible for verifying their eligibility for registration fees waiver.
Candidates are responsible for their living expenses while in France, and are encouraged to seek additional grants or financial aid, if needed. Some restrictions on additional funding from French public agencies may apply.

Scholars are funded for the full duration of their graduate program in France. Students entering into the first year (M1) or the second year (M2) of a Master's degree may apply. Scholars entering the first year of a two-year program will be funded for the entirety of the degree program. Scholars entering the second year of a two-year program will be funded for one year. Scholars entering a one-year degree program will be funded for one year. Continued funding is dependent on academic success and fulfilling all reporting requirements.

Eligibility Criteria

Candidates should meet the following eligibility criteria:

  • Be a Canadian citizen or Canada permanent resident or international student in Canada (students with a French nationality are not eligible to apply);
  • Live outside the province of Quebec;
  • Have applied to one or more Master's program.s in a public French institution of higher education (in either M1 or M2). Eligible Master's programs include national degrees within French public universités and additional public institutions of higher education authority of the MESR -outside of Sciences Po.
  • Have an undergraduate record of academic excellence.

How to Apply

The application campaign for the 2025-2026 academic year is open.

Calendar

  • Applications open: December 2, 2024
  • Deadline for applications and supplementary documents: February 2, 2025
  • Graduate Scholar applications reviewed by the Selection Committee: April 2025 
  • Scholar selection decisions announced: May-June 2025

Application Process

Your application to toronto@campusfrance.org must include the following information:

  • Information on the Master's program(s) to which you have applied
  • Etudes en France (EEF) application number (please include this number if you submitted an HDAP application, format: CAXX-XXXXX), unless you have applied to a Master's program in one of the ENS institutions. 

Supporting documents:

  1. A copy of your valid passport
  2. A recent CV (resume)
  3. Letter of motivation, mentioning:
    1. How has your previous undergraduate academic background prepared you for this Master's program? (2,500 characters max.)
    2. How does this Master's program align with your professional goals? (2,500 characters max.)
  4. Undergraduate transcripts and letter of enrollment to your current Canadian university (if not yet graduated, otherwise copy of diploma);
  5. Letters of recommendation that focus on academic potential, research potential, and/or ability to adapt to a new academic environment (optional);
  6. Proof of application to a Master's program(s) at a French university (can be your EEF application file number if the application(s) was (were) made via EEF).

ENS de Lyon

The ENS de Lyon is small-size, multidisciplinary, research-oriented public graduate school focusing on high-level education and research across the sciences and humanities. The campus of ENS de Lyon is in the heart of France's second largest city, less than two hours by train from Paris, Marseille, Geneva, and the Alps.

Apply by January 31st, 2025 for a master's degree, and apply at the same time for an ENS Scholarship of Excellence, which provides a stipend of 1,000 euros per month to selected scholars. Through a partnership between ENS de Lyon and the Embassy of France in Canada, up to 2 successful Canadian applicants (excluding Quebec residents)who have been awarded an ENS de Lyon Scholarship of Excellence will receive additional support as a Graduate Scholar in France and gain access to the general benefits of the Graduate Scholars program detailed above, including waived registration fees and round-trip airplane ticket.

ENS PSL

The ENS PSL is a multidisciplinary, research-oriented public graduate school focusing on high-level education and research across the sciences and humanities.

Apply by December 11, 2023 for a master’s degree, and apply at the same time for an ENS Scholarship of Excellence which provides a stipend of 1,000 euros per month to selected scholars. Through a partnership between ENS PSL and the Embassy of France in Canada, up to 2 successful Canadian applicants (excluding Quebec residents) who have been awarded an ENS PSL Scholarship of Excellence will receive additional support as a Graduate Scholar in France and gain access to the general benefits of the Graduate Scholars program detailed above, including waived registration fees and round-trip airplane ticket.

L‘ENS Paris Saclay is a multidisciplinary, research-oriented public graduate school focusing on high-level education and research across the sciences and humanities.

Apply simultaneously for a master's degree and an ENS Scolarship of Excellence, which provides a stipend of 1,000 euros per month, for 10 months, to selected scholars. Through a partnership between ENS Paris-Saclay and the French Embassy in Canada, up to two Canadian candidates (excluding Quebec residents) who have been awarded an ENS scholarship for excellence will receive additional support as Graduate Scholar in France, and will have access to the general benefits of the Graduate Scholars program detailed above, including waived registration fees and round-trip airplane ticket.
